I. Medical Services
As of January 1, 2013, inmates have been included in the National Health Insurance (NHI) system. This prison collaborates with medical institutions—including the Hsinchu Branch of Armed Forces Taoyuan General Hospital, Hsinchu MacKay Memorial Hospital, Gaosheng Dental Clinic, and Li-Cheng Dental Clinic—to provide NHI outpatient services.

Outpatient Clinics: Sessions are held every Monday through Friday, with 2–3 clinics each morning and afternoon.

Dental Care: Handled by Kao-Sheng and Li-Zheng Dental Clinics.

Specialized Clinics: Hsinchu MacKay Memorial Hospital manages HIV/AIDS and ENT (Ear, Nose, and Throat) clinics.

General & Specialty Medicine: The Hsinchu Branch of Armed Forces Taoyuan General Hospital assigns specialists in Family Medicine, Chest Medicine, Gastroenterology, Nephrology, Cardiology, Neurology, Proctology/Urology, Psychiatry, Ophthalmology, and Endocrinology to provide on-site consultations.

Escorted Medical Referrals (Outpatient & Inpatient): If a prison physician determines that a condition cannot be adequately treated within the facility, the inmate is scheduled for escorted outpatient or inpatient treatment. To ensure security and accessibility, dedicated wards have been established at the Hsinchu Branch of Armed Forces Taoyuan General Hospital (4 beds) and Hsinchu MacKay Memorial Hospital (5 beds).

Medical Facilities: The prison is equipped with 4 consultation rooms and 2 dental treatment rooms. Available medical equipment includes abdominal ultrasound, oxygen concentrators, ECG machines, automatic blood pressure monitors, infrared thermometers, glucometers, AEDs, pulse oximeters, physiological monitors, and emergency respiratory equipment to ensure accurate diagnosis and high-quality care.

II. Healthcare and Disease Prevention

Screening and Monitoring: New inmates undergo health examinations upon arrival. Any discovered illnesses are treated and tracked immediately, with regular follow-up exams scheduled quarterly.

Tuberculosis Control: To prevent the spread of TB, new inmates receive chest X-ray screenings, and an annual prison-wide X-ray screening is conducted for all inmates.

Hepatitis Care: In collaboration with the Health Promotion Administration (HPA) and medical teams, we provide diagnosis and treatment for Hepatitis B and C. This includes NHI-covered All-Oral Direct-Acting Antiviral (DAA) treatments for Hepatitis C to prevent progression to cirrhosis or liver cancer.

Preventive Screenings & Vaccinations: We facilitate adult health exams, screenings for four major cancers, HIV blood testing, and vaccinations for Influenza and COVID-19.

Sanitation: Periodic disinfection of internal and external environments is conducted to prevent infectious disease outbreaks.

Drug Management: Urinalysis is strictly enforced for new admissions, inmates returning from court or outside medical visits, and via random testing to deter the influx of drugs.

Emergency Training: Regular CPR workshops are held for inmates, with assistance from the Hsinchu City Health Bureau and partner hospitals to enhance emergency response capabilities.

Dermatology Project: To promote a "Healthy Prison," we implement a "Skin Disease Prevention" plan, including strategic measures and health education to improve personal hygiene and environmental sanitation.

Zonal Medical Management: Medical staff conduct daily rounds of all workshops and housing units. Inmates with chronic illnesses or special medical needs are tracked as individual cases. We provide structured medical assistance, including scheduled consultations, health education, and referrals.

Chronic and Geriatric Care: For elderly or chronically ill inmates, we have implemented "Ward-style Management" in the infirmary. This includes weekly physician rounds, daily visits by health department staff, and the assignment of 1–2 trained inmate-caregivers per room to monitor vital signs (blood pressure, blood oxygen, and glucose).

Enhanced Specialized Care: We will continue to strengthen NHI medical services for infectious diseases, mental health, and geriatric/disabled care through a "Zonal Responsibility System" to ensure comprehensive medical quality and safety.

Health Self-Management: We actively promote the "Inmate Health Self-Management Implementation Plan" to increase health awareness, respect the right to seek medical care, and instill responsibility for medication self-management, facilitating successful reintegration into society.

Infection Control: We remain committed to the "Infection Control Measures and Plan" and "Skin Disease Prevention" to effectively prevent epidemics and safeguard the health of both staff and inmates.
