Purpose:
To enhance the professional image of correctional institutions and strengthen family support for inmates, this plan aims to build trust among inmates’ families and social organizations, as well as recognition of the effectiveness of correctional education, by opening inmate incarceration environments and living facilities to visits by family members and social groups. Through these visits, inmates’ families may gain an understanding of their relatives’ daily lives within the institution, thereby strengthening mutual understanding and consensus. This initiative seeks to improve the quality of public service, achieve two-way communication, enhance transparency in correctional management, and ensure the protection of human rights, while fully implementing correctional reform policies. Accordingly, this implementation plan is hereby established.
Eligible Participants:
- Family members of inmates.
- Groups from various sectors of society concerned with correctional work, such as judicial, prosecutorial, or administrative agencies, educational institutions, and public welfare organizations.
Implementation Methods:
- Inmate Family Visits:
- Visiting Time: The fourth Wednesday of each month, from 10:00 a.m. to 11:00 a.m. The scheduled visiting dates for this year are as follows.
- Number of Visitors: In principle, each group shall consist of 20 persons.
- Registration Methods:
- Telephone Registration: After the case officer of the Education and Counseling Section confirms the relevant information with the calling party, visitors shall complete the Inmate Visit Registration Form (see attachment) for consolidated processing.
- Single-Window Registration: Visitors, agencies, or groups shall complete the Inmate Visit Registration Form and submit it to the case officer of the Education and Counseling Section for monthly consolidated processing. Agencies or groups with fewer than 10 participants may, depending on actual circumstances, be combined with inmate family visits.
- Visits by Agencies and Organizations:Visits shall be arranged by official correspondence or telephone contact. However, if any visitors are non-nationals, the visiting agency or organization must first submit an official application to the Agency of Corrections, Ministry of Justice.
- Notes:The aforementioned visits are not family visitation or interview sessions in nature. Visitors may not designate or request to visit or meet specific individuals.
