Prison labor aims to train inmates in livelihood skills, cultivate industrious habits, and promote physical and mental development. Based on the inmate’s sentence length, health, education level, and classification results, as well as their existing vocational skills, safety needs, and future post-release employment prospects, they are assigned to different workshops for work and skill training. The goal is for all inmates to develop a strong work ethic and acquire a specialized skill, enabling them to find employment or a career, stay away from criminal activity, and reintegrate into normal life after their release.

Outsourced Processing Tasks:Currently, the prison has thirteen outsourced processing workshops, including tasks in the electronics sector such as flashlight assembly, ballpoint pen assembly, and electronic component processing. In the paper products sector, tasks include the processing of paper bags, paper products, and paper lotuses.

Skills Training:

  • The prison offers a skills training program in accordance with the "Guidelines for Inmate Skills Training Program Management" issued by the Ministry of Justice's Department of Corrections.The Vocational Training Center was established in 1980, and in July 1992, it was officially registered as the "Taiwan Hsinchu Juvenile Prison Vocational Training Center" by the Council of Labor Affairs. To adapt to the prison's restructuring on July 1, 1999, the center was renamed on February 1, 1999, with approval from the same Council to "Taiwan Hsinchu Prison Vocational Training Center." On March 28, 2011, the name was changed to "Ministry of Justice Department of Corrections Hsinchu Prison Vocational Training Center" after approval by the Ministry of Labor.
  • The center offers technical training for the Level C Technician Certificate, including courses like Chinese-style noodle processing, among others. Inmates participate in the technician certification exam organized by the Ministry of Labor's Workforce Development Agency. Those who pass are awarded a Level C Technician Certificate, which helps them find employment and earn a living after their release.Irregularly, the center collaborates with social resources to offer employment training, such as courses in hand-drip coffee and light meals, occupational safety and health education, mother-of-pearl inlay, horticulture, baking, painting, interior design sketching, and hand-drip coffee, among others. These initiatives aim to assist inmates in securing employment and supporting themselves after their release.

  • Self-Operated Work:

    Mother-of-Pearl Inlay Class:
    In view of the labor-intensive and time-consuming nature of mother-of-pearl inlay craftsmanship, which has gradually declined, the prison has actively promoted the preservation of this unique local traditional craft. The prison invited national treasure-level craft master Chen Fuqiang to teach the craft to inmates, hoping to bring this traditional skill into the prison. This led to the establishment of the Mother-of-Pearl Inlay Craft Class. To reinforce the prison's commitment to preserving this craft, the Mother-of-Pearl Inlay Technical Training Class was established on March 20, 2023, providing enthusiastic learners with the opportunity to start their journey of learning and creation. On June 19, 2023, the Mother-of-Pearl Inlay Self-Operated Department was established, and it has already begun producing exclusive products for external sale. These products were featured at the Correctional Agency's Self-Operated Marketplace and the "Ministry of Justice Department of Corrections Cultural and Technical Work Exhibition and Sale."

    Food Section:
    In 2006, the prison established the self-operated Food Section. The Ministry of Labor's Workforce Development Agency's Taoyuan, Hsinchu, and Miaoli Branch introduced professional industry instructors to focus on training practical techniques for creative bakery products. The goal is to empower inmates with functional skills during their incarceration, helping them face changes in the social and economic structure and develop employment skills. This training aims to foster multiple professional competencies, promoting inmates' future employment and their reintegration into society.
